Mandatory Roster Requirements
- All teams must keep an ACT roster of 25 players.
- The 25 ACT players on the roster must consist of at least 10 pitchers
- All teams must keep a minimum of 10 players on the AAA roster
- The 10 players on the AAA roster can consist of any combination of pitchers and position players.
- Teams can keep a maximum of 10 players on their LOW roster.
- The age of players on the LOW roster cannot exceed 27 years old.
Salary Cap
- The salary cap will be $75,000,000 (eighty five million dollars).
- Teams may not exceed the salary cap during the season.
- Teams may exceed the salary cap during the extension and free agency phases.
- All teams must be at or below the salary cap prior to opening day of the coming season.
Player Salaries
- Initial player salaries will be calculated via a formula created by the commissioner of the league.
- The length of initial player contracts will be randomized to a number between 1 and 5.
- Minimum player salary will be $250,000
- There will be no maximum player salary.
- Free agents (bids) will be signed to the length and dollar value submitted by the winning owner.
- There will be no re-negotiating of contracts.
- Players drafted in the amateur draft will be placed in the LOW minors with a salary of $50,000/yr for 4 years. When their contracts expire they will need to be renewed like any other players.
- Players may be signed to extensions once their contract expires. Extensions will be for 4 years and carry a salary increase of 25%.
Teams may extend a total of 4 players each offseason.
Players may only be extended once in their career by each team that they play for.
- If a player's contract has an end date of 2030, that means that the player becomes a free agent at the start of 2030. Effectively meaning, that they are signed through the 2029 season and their contract ends as soon as the league year ticks over to 2030.
Free Agent Bidding
- Free agent bidding will occur in the offseason prior to ST.
- Any player whose contract has expired will be eligible for the bidding process.
- Eligible players will be divided in to 3 separate pools based on factors such as player value, age, position, etc.
- Bidding will take place over three (3) rounds. One (1) round for each pool of players.
- Each round will have a defined start and end time and date.
- Owners will submit their bids during this time.
- Owners may submit multiple bids if they are outbid for a player.
- At the conclusion of the round, players will be signed to the team with the highest bid ($/yr).
- At the conclusion of all three (3) rounds, unsigned players can be retained by their original team at the league minimum salary for two (2) years.
- Players left unsigned or retained will enter the common player pool and may be claimed by teams for the league minimum salary for one (1) year.
Infractions, Penalties, Remediation- If a team is over the cap at the opening day deadline, players will be released in the order that they were signed and free agents will be claimed at the league minimum to fill out the roster.
- A team may be over the cap during the season only if this occurs from a trade. That team will be required to be under the cap prior to the start of the next season.
- Once a team is over the cap, they may not make any additional trades that would increase the total team salary.
- The first salary cap infraction will result in an official warning to the team owner.
- A second salary cap infraction will result in the forfeit of the team's 2nd round amateur draft pick. If that pick has been traded, the next 2nd rounder owned by the team will be forfeited.
- A third and subsequent infraction will result in the forfeiture of the team's next 1st round amateur draft pick for each infraction.
